I thought that you could only move up in competitions - not go from the Nationals to a regional...

I beleive that rule is only if you WIN at a higher level. If you don't I think you can compete at lower levels. Or IF you make changes/improvements to the model/diorama, then it can compete again. Slowbuild, is that how IPMS does it??

One of the things that always happen here locally is that you are going to found models that win 1st or 2nd or 3rd places in Nationals in the U.S. and still compete again in local or regional shows...and win again...most of this people know each other and they just play stupid...and that's why there is no chance for the new people who participated for the first time to win a place... And some people don't come back... You can read the rules in the IPMS web page and clear like water said the rules...but no body care... That why I prefer AMPS way of judging... ;D

I think gabe is right, but the problem is the ethics of the people involved.The same problem can be found at "open judged" contests.
